TRAVEL PROGRAM
OPERATIONS AND POLICIES MANUAL
INTRODUCTION
The Travel Program is affiliated with the Radford Soccer Club (RSC). The purpose of this Travel Program shall be to provide opportunities for participation in organized competitive youth soccer; to develop youth soccer players and encourage the development of soccer related facilities. The Travel Program is dedicated to instilling in the players, parents, and administrators the ideals of good sportsmanship, honesty, loyalty, courage and to treat with respect all who are encountered during their involvement in Travel Program activities whether on or off the field of play.
GOVERNMENT
Membership
A member of the Travel Program is any individual who is a parent, a non-minor player, an officer of the Travel Program, a Manager, or any appointee to any standing or ad hoc committee of the Travel Program.
Advisory Board
The government of the Travel Program shall be under the direction of the RSC Travel Program Advisory Board. The Advisory Board members are the Travel Program officers and Team Managers.
Officers
The Officers of the Travel Program shall be:
- Travel Commissioner
- Associate Travel Commissioner
- Secretary
- Treasurer
The Officers shall report to the Board of Directors of the RSC and the Travel Program Advisory Board. The election of and duties of the Officers are as defined herein. The election of Officers of the Travel Program shall occur as set forth by the bylaws of the RSC and the Travel Program Operations Manual.
Team Managers
Team Managers are elected to the Board by a vote of the members of the team they are to represent. Notification of the teams’ vote shall be provided to the Secretary of the Travel Program before July 1 of each year. Any change in a Team Manager shall be communicated to the Secretary of the Travel Program within five (5) calendar days of the change. Election of Team Managers is the providence of the individual teams however it is a requirement of affiliation with the Travel Program that each team have a representative on the Advisory Board (see Teams section below).
Operation of the Advisory Board
Each member of the Advisory Board shall have one (1) vote. A team may elect alternate Team Managers but no team shall have more than one (1) vote at any meeting regardless of attendance. Also, individuals may serve as Manager for two or more teams. In this case, the individual will have the number of votes equal to the number of teams that he/she manages. No individual as a result of service in Travel Program positions can be interpreted as having more than one vote on the Board. No Board member, in his/her capacity as Board member, shall receive compensation for any services rendered to the Travel Program. Board members may be reimbursed for actual expenses incurred in the performance of their duties based upon the presentation of sufficient documentation for the expense.
Removal/Disciplinary Action
- The Travel Program shall comply with the guidelines as set forth by the Virginia Youth Soccer Travel Program ("VYSA") as they appear under the heading of "Membership; Removal and Discipline"; a copy of which is attached hereto and made a part hereof.
- The Board shall have the authority, by two-third (2/3) secret ballot, to remove any member of the Board whose conduct or achievement are not in keeping with the policies or best interests of the Travel Program. The member in question will be given written notification of the time and place of the removal action and be given the opportunity to speak before the Board prior to the vote to remove.
- Any member of the Board who fails to attend two (2) consecutive regular meetings of the Board without reasonable cause may be suspended pending review for removal. Suspension means the member does not have voting rights.
- In the event of the death, resignation or removal of a board member, his/her successor shall be selected by the remaining board members and shall serve for the un-expired term of his/her predecessor except in the case of Team Representative Directors who shall be chosen by the members of that team.
No Director shall be liable to the Travel Program for any loss or damage suffered by the Travel Program by reason of any action or omission by him/herself if in good faith he/she exercised and used the same degree of care and skill as a prudent person would have exercised or used under the circumstances in the conduct of his/her affairs, or took or failed to take such action in reliance upon advice of Travel Program legal counsel, its Officers or Board members. The foregoing shall not be exclusive of other rights and defenses to which he/she may be entitled as a matter of law.
Executive Committee
The Executive Committee shall consist of seven (7) members. Four (4) members of the Executive Committee shall be the Officers of the Travel Program. The other three (3) members shall be selected by a majority vote of the Team Managers from the remaining members of the Advisory Board. The Travel Commissioner shall Chair all Executive Committee Meetings. The Secretary of the Travel Program shall also act as Secretary of the Executive Committee. The Executive Committee shall act on behalf of the Advisory Board between meetings, and report regularly, to each Team Manager, upon the disposition of matters of substance submitted to the Executive Committee.
Standing Committees
Standing Committees of the Travel Program shall include the:
- Coaching Committee
- Field, Equipment & Maintenance Committee
- Tryout Committee
Chairpersons of the standing committees shall be appointed by the Travel Commissioner, and approved by the Advisory Board. Standing Committees report to the Executive Committee or Travel Program Advisory Board members as required and performs such duties as specified herein.
DUTIES
Advisory Board
The Advisory Board shall be primary governing body of the Radford Soccer Club Travel Program.
The Board shall coordinate and implement the Travel Program’s purpose consistent with the operational policies and procedures of Travel Program and the RSC. Their duties are to:
- Formulate and amend matters of general policy by means of written policy statements.
- Make the final decision with regard to disciplinary actions.
- Insure team members and players are abiding by the rules of the game as directed by FIFA.
- Insure team members and players are abiding by the rules of good conduct and good sportsmanship as outlined by the USSF, VYSA and affiliated leagues.
- Insure team members and players are fully cognizant of Travel Program policies and procedures and are abiding by those policies and procedures.
The Advisory Board shall be the primary liaison between the individual teams and the Travel Program.
Travel Commissioner
The Travel Commissioner duties include:
- Presiding over all General Membership, Advisory Board and Executive Committee meetings.
- Appointing standing committee chairpersons and their members.
- Directing the formation of and appointing the chairperson for ad hoc committees and their members as deemed necessary to advance the work of the club.
- Administering of all affairs of the Travel Program subject to the direction of the membership and the RSC Board of Directors.
The Travel Commissioner shall also be the Travel Program’s representative or designate a representative at League meetings and shall perform other duties as may be directed by the Executive Committee, the Advisory Board, and the RSC Board of Directors.
Associate Travel Commissioner
The Associate Travel Commissioner’s duties include:
- Performing all duties of the Travel Commissioner in the event of absence of the Commissioner.
- Assisting the Travel Commissioner as directed.
- Performing other duties as may be directed by the Travel Commissioner, Executive Committee, Advisory Board, or RSC Board of Directors.
Secretary
The Secretary’s duties include:
- Recording the minutes and proceedings of all such meetings as a permanent record.
- Preparing any reports as may be required by the RSC Board of Directors or affiliated leagues.
- Maintaining the Travel Program’s Operations and Policies Manual and insuring its distribution to new members of the Advisory Board and other Travel Program members as directed.
- Performing other duties as may be directed by the Travel Commissioner, Executive Committee, Advisory Board, and the RSC Board of Directors.
Treasurer
The Treasure’s Duties include:
- Maintaining an accurate and current record of all assets and liabilities and income and expenditures and providing such records to the Advisory Board at least monthly during the soccer seasons.
- Providing financial information to Team Managers to aid in their compliance with RSC Travel Program policies.
- Assisting the RSC Board of Directors in the preparation of all tax returns and other financial reports as required.
- Performing other duties as may be directed by the Travel Commissioner, Executive Committee or Directors.
Executive Committee
The Executive Committee’s duties include:
- Acting on behalf of the Advisory Board between meetings of the Board and to reporting regularly, to each Manager, upon the disposition of matters of substance submitted to the Executive Committee.
- Discharging duties requested by the Board and also such duties that are necessary to maintain an efficient operation of the Travel Program.
- Receiving and recording standing and ad hoc committee reports and acting upon such committees’ recommendations, consistent with Policy Statements approved by the Board.
- Establishing the dates for the regular Advisory Board Meetings.
- Recommending disciplinary actions to the Board.
- Performing other duties as may be directed by the Advisory Board or as have arisen from General Membership meetings.
MEETINGS
Meetings of the Advisory Board
The Advisory Board shall meet at least six times per year, or as necessary to conduct the business of the Travel Program. Additional meetings may be called by the Travel Commissioner upon recommendation of the Executive Committee. Special Meetings of the Board shall be called by the Commissioner upon receipt of such a request from four members of the Board.
The Travel Commissioner or his designate shall notify all Managers at least 14 days in advance of all Board meetings. Advisory Board meetings shall be open to the general public.
Meetings of the Executive Committee
The Executive Committee shall meet as required.
Meetings of Standing Committees
Meetings of Standing Committees will be as called by the Chairperson or Travel Commissioner.
Agendas
The Travel Commissioner shall prepare a proposed agenda for each meeting of the Executive Committee and Advisory Board.
Quorum
A majority of the members of the Executive Committee or the Advisory Board as applicable shall constitute a quorum, except as otherwise noted under “Amendments”
Procedure
Meetings shall be conducted according to parliamentary procedure. Questions are to be resolved according to the latest edition of Robert’s Rules of Order.
Minutes
The minutes of all meetings are to be recorded by the Secretary in the case of Advisory Board and Executive Committee Meetings and the Committee Chairperson in the case of all standing or ad hoc committee meetings.
Copies of any and all meeting minutes shall be available to any member upon specific request.
Attendance
Members of the Travel Program may attend any meeting of the Travel Program.
VOTING RIGHTS
Only duly elected and appointed members of the Board shall have voting rights at any regular or special meeting of the Board.
Proxy votes will not be allowed.
TEAMS
Requirements
All Travel Program teams and players must be registered with the Virginia Youth Soccer Association.
All Travel Program teams shall adhere to the Laws of the Game as set forth by FIFA and to the rules of
Sportsmanship and Conduct as found on the reverse of the Individual player’s player pass and the as published by the RSC Travel Program, the affiliated leagues and the Virginia Youth Soccer Association (VYSA).
Structure
Each team has one coach and one manager recognized by the Travel Program.
Each team may have no more players than allowed by VYSA.
Each team shall have an Executive Committee. This Executive Committee shall consist of no fewer than three (3) members, one of whom shall be the manager and none of whom may be the coach. The Executive Committee shall act as the governing body for the individual teams, in the intervals between regularly called Team Meetings.
The Executive Committee shall submit to the Travel Program Secretary a list of the names of its membership and that of the duly elected Team Representative Director and alternate, if applicable.
Each team shall have a Manager. The Manager shall be elected by vote of the members of the team at the first meeting of the Team’s members after Travel Program tryouts. Managers are elected for term of one year, are eligible for re-election, and not subject to term limits. The Manager shall not serve in the capacity of a coach in any other but an interim or emergency basis. The Manager shall serve as the team’s representative on the Travel Program Advisory Board.
The Travel Program has the right to remove a manager in order to protect the interests of the Travel Program.
BASIC POLICIES
The following are the basic policies of the Travel Program:
- No person shall, on the grounds of race, color, national origin, sex, age, political beliefs or religious creed and no otherwise qualified handicapped individual shall, solely by reason of his handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity sponsored or operated by any member of the Travel Program.
- The name of the Travel Program and the names of any members in their official capacities shall not be used for any purpose not appropriately related to the promotion of the purposes of the Travel Program.
- The Travel Program may cooperate with other organizations and agencies that develop, promote, advance and administer the sport of soccer.
- The Travel Program shall be governed by the By-Laws of the RSC, and its Policies and Procedures, except when these provisions are superseded by the governing authority of the Virginia Youth Soccer Association, the United States Youth Soccer Association and FIFA all of with whom this Travel Program is affiliated.
- All members of the Travel Program shall be governed by the Policies and Procedures set forth in the Travel Program Policy Manual. Failure to comply with these policies will result in disciplinary action to include but not limited to expulsion, denial of registration and any other actions deemed appropriate by the Advisory Board.
- The Travel Program shall endeavor to assure that any otherwise qualified player shall not be deprived the opportunity to participate due to a lack of financial resources.
AMENDMENTS
Policies & Procedures
Any member in good standing can propose a change(s) to the Travel Program’s Operational and Policies Manual. Proposed changes to the Operational and Policies Manual can only be acted upon at a meeting of the Advisory Board. The proposed change(s) will be discussed at one Advisory Board meeting and voted upon at the next Advisory Board meeting. For purposes of adopting or modifying Operational and Policies Manual, a quorum to convene a meeting shall consist of two-thirds (2/3’s) of the Advisory Board. Passage of the action being taken requires a two-thirds (2/3’s) vote of the Board members present.
Implementation
Changes to the Operational and Policies Manual shall become effective immediately unless otherwise stated in the change.
RSC TRAVEL PROGRAM POLICIES AND AMENDMENTS
INTRODUCTION
This manual of policies and procedures contains clarifying or explanatory statements which further define operating philosophies of the RSC Travel Program. Additions, deletions or changes to the Policies and Procedures defined herein shall be made in accordance with the Amendment procedure described above. This Manual shall be maintained by the Secretary of the Travel Program.
Policy Statement Number 001
POLICY ON TRYOUTS
Objective:
The RSC Travel Program is committed to providing the opportunity for all eligible players to have a fair tryout for their appropriate teams each spring. The result of this process will be a listing of all candidates from an age group, in rank order, which effectively provides a method of comparison of their strengths and weaknesses relative to others in their group. In order to achieve this result the Travel Program will conduct organized structured tryouts using team coaches and impartial evaluators. The drills which will be the basis of the evaluators’ rankings’ shall be specified in advance.
General Philosophy:
Tryouts should be structured to give an opportunity for all candidates to be evaluated fairly on the critical skills that the Travel Program sees as necessary in the development of a Travel Program player. This includes an evaluation based on skills shown at tryouts with some recognition of past play. Current players may have an advantage in that their current coach is one of the evaluators. New candidates may have an advantage in that each level will include impartial evaluators who are not familiar with any candidates and therefore can only judge based on what they see at tryouts. Hopefully the combination can provide a fair result for all involved. The Director of Coaching is responsible for insuring that all evaluators are judging players accordingly to the same criteria and for seeing that all evaluators’ results are incorporated into the development of the groups’ final rankings. Recognizing that it is difficult in one session to completely evaluate an individual, the Travel Program anticipates that additional sessions beyond those advertised publicly may be required. It is in the best interest of the individual and the Travel Program that as much time as the evaluators determine to be necessary be spent on the tryout process.
The RSC Travel Program will not disclose publicly the results of the evaluations. Parties interested in a more detailed discussion regarding the results can make an appointment with the Director of Coaching. Interested parties desiring to discuss the results are cautioned not to expect disclosure of the complete rankings. Rather, these discussions will concentrate on the individual’s strengths and weaknesses as demonstrated at the tryouts.
Pre-registration:
A pre-registration form shall be developed which includes the candidate’s name, the candidate’s parent(s) or guardian(s) name and address, contact telephone numbers, candidate’s birth date and a medical release form to cover the tryout process. This form shall include a schedule of the tryout process as well as a list of the drills envisioned and skills to be tested. The pre-registration form shall include a brief description of current teams fielded by the Travel Program and their level of activities. Pre-registration forms will be distributed to current Travel Program team members by their respective manager. Pre-registration forms will be mailed to all age eligible RSC registered players and shall also be distributed through area schools, the area local recreation department offices, the RSC Website, and other locations as deemed appropriate.
The overall intent of this pre-registration distribution is to obtain as wide a distribution as possible to encourage and attract candidates to the Travel Program tryouts. Candidates and their families new to the concept of traveling soccer or the RSC Travel Program are encouraged to contact the current manager of the team of interest; the Director of Coaching; or any other current manager of the Travel Program who may be known to them in order to obtain a better understanding of the Travel Program and the tryout process.
Responsibilities:
Travel Commissioner: The Travel Commissioner shall ensure that the Tryout Committee is formed, pre-registration forms are developed and distributed, and location(s) and schedules for tryouts are completed.
Director of Coaching: The Director of Coaching shall develop a structured tryout process for each age group, in conjunction with team coaches. Agreement shall be reached on the skills desired at each age group. A set of drills to test those skills shall be agreed upon. The Director of Coaching and team coaches shall agree upon a rating scale as well as how each score on that scale can be obtained at each age group level. The Director of Coaching shall ensure that tryouts be structured to be as similar as possible across the age groups; however it is recognized that skills and abilities vary considerably from the youngest to the oldest age groups. The Director of Coaching is also responsible for assigning evaluators, running the actual tryouts and providing input into the team formation process. The Director of Coaching is the Chair of the Tryout Committee.
Current Team Managers: Current team managers have no role in the tryout process other than to provide administrative support to the Tryout Committee and the Evaluators. This administrative support may include helping participants complete the registration process, checking in participants who have pre-registered on the day of tryouts and responding to questions posed by parents or guardians of participants who are not familiar with the operation of the Travel Program. Under no circumstances will any team manager, current or former, be involved in the evaluation process
Tryout Committee: The Tryout Committee consists of each manager of the current soccer year even age teams. The Committee shall aid the Director of Coaching in developing the necessary materials for tryouts, and performing other such duties as necessary to insure the Travel Program’s tryout objective is satisfied. Examples of the kinds of activities this Committee may perform include the development of and distribution of pre-registration forms, the development of advertisements announcing tryouts and collating
the responses received in order to provide Travel Program officials with an assessment of the numbers of participants which may be expected. This Committee has no function at tryouts.
Policy Statement Number 002
POLICY ON HIGH SCHOOL AGED PLAYERS
Objective:
To determine, prior to the tryout process, the overall structure to be used at tryouts for those individuals who are candidates for the older aged teams (U-15 and above) and to provide a vehicle for achieving a consensus of that structure.
General Policy:
It is the policy of the RSC Travel Program that once a team has been formed, every effort shall be made to retain that team as an active team within the Travel Program. Efforts to disband or otherwise deplete the players on any team by the age groups on either side of the team shall be discouraged unless disbanding a team has been voted upon by the parents or unless insufficient candidates exist to make retention of that team impossible. This policy shall in no way be interpreted to mean that any individual on any team is guaranteed or otherwise insured of a place on any team of the Travel Program.
Procedure:
- Teams who do not participate in Travel Program soccer in the Spring due to high school soccer commitments shall decide, by vote of Travel Program members on the team, prior to April 1st of each year, whether that team wishes to re-form and participate in Travel Program activities in the Fall.
- In the event a team indicates it does intend to re-form, the Tryout Committee shall schedule a tryout session for the age division appropriate for that team.
- In the event a high school aged team does not intend to re-form for the Fall, the Tryout Committee shall include that age group in a tryout session which shall accommodate all age groups not otherwise scheduled.
- The Tryout Committee shall prepare a notice to be sent to all players’ parent(s) or guardian(s) registered in the Fall for those high school age groups which are being consolidated for purposes of Travel Program tryouts. Included in the notice shall be information indicating the number of pre-registration forms received. This notice shall be sent two (2) weeks prior to tryouts. It is intended that this notice will advise the parent(s) or guardian(s) and players not only of the status of their tryout group but give them some idea of the manner by which teams may be formed at the end of the tryout process.
- High school aged players shall be subject to Travel Program Policy on Playing Up (Policy Statement 003) regarding any desire to play up.
- Team formation will be in accordance with the Travel Program Policy on Team Formation (Policy Statement Number 004).
Policy Statement Number 003
POLICY ON PLAYER PLACEMENT & PROCEDURE FOR PETITIONING TO PLAY UP
Policy:
RSC Travel Program players will compete on teams where they can best develop as soccer players. For most players this means playing on a team of their own age group as defined by the Virginia Youth Soccer Association. It is recognized that there are exceptions. The following procedure is intended to satisfy those exceptions so long as the following requirements are met:
- The age group of the individual desiring to “play up” has sufficient numbers to form a team.
- The individual desiring to play up is a viable candidate for the Travel Program’s first team in his/her age group as defined by VYSA.
It is not considered as “playing up” in those instances where an individual is not a candidate for the Travel Program’s first team and playing in an older age group is the only way (a) the individual can continue his or her participation on a Travel Program team and (b) having younger players on an older age team is the only way a second team at the older age group can be formed. The RSC Travel Program understands that the contents of this policy discourages “playing up.” It is with that intent that the policy has been developed. However, it is also recognized that there are exceptional soccer players in the New River Valley. Those individuals are encouraged to make use of this policy.
Petition Process:
If both of the above requirements are satisfied the following process will be utilized in order to reach a decision regarding the individual’s desire to “play up.”
- By April 1st, those players wishing to “play up” must submit a written request to the Travel Program President for permission to tryout for the older age group team. Included in the request must be a justification for “playing up” and a schedule of matches in which the individual will be participating for the next 60 days. This calendar is based on the need to schedule an opportunity for the members of the Player Placement Committee to observe the player in a competitive situation.
- The player’s current coach, the coach of the older team and the player’s parent(s) or guardian(s) must all endorse the request with their approval or disapproval. “Endorse” does not necessarily equate to “approve.” (The Travel Program expects the player, his or her coach, and parents to thoroughly discuss the pros and cons of that player competing with an older age group. The player’s current coach should be able to advise the player on how he or she can best develop. Cooperation between coaches and managers of adjacent age group teams is essential. The Director of Coaching may take an advise and consent role in this process as well.)
- The Travel Commissioner will convene the Player Placement Committee to consider all submitted requests. Under no circumstances will a player be allowed to try out for an older team without permission of the Player Placement Committee.
- Upon receipt of request(s) to play up, the Travel Program President shall obtain a written competitive assessment from the player’s current team which will serve as background information for the Committee. This assessment shall contain such information as league level of play and results, tournament participation and results and any other achievements of the team.
- The coach of a player’s current team and the proposed higher age group team coach should be present to allow for a fully informed evaluation of the request. The player’s current coach and the coach of the higher age group team are key advisors to the player wishing to play up. It is always preferred that coaches be directly involved. However, coaches are not always available, and in such cases the burden of a coach’s responsibilities falls upon the manager who is expected to involve the Director of Coaching in the process.
- The Player Placement Committee will evaluate all petitions for exemption from the above policy before team tryouts. The Player Placement Committee will base their decisions upon:
- the individual’s ability to develop; and
- the competitive ability of the teams involved.
- Decisions of the Player Placement Committee shall be provided in writing to the petitioning parties prior to the Travel Program tryouts. Decisions of the Player Placement Committee may be appealed to the Executive Committee of the Travel Program Advisory Board.
General Rules:
- A player once permitted to play with an older team can continue to tryout for that team. The exception to this rule is an individual who is younger than the appropriate age division, according to VYSA, of the youngest team fielded by the Travel Program (i.e., an age appropriate U9 player who is playing on the Travel Program’s U10 team when that team happens to be the youngest aged team fielded by the Travel Program cannot continue to play for that team, but must drop back into his or her age appropriate division the next year.) Note: A younger player playing on the 2nd team in an older age group is not considered by the club to be playing up.
- Once a player plays with his or her own age group during regular league play, permission to tryout for an older team must be again requested. (This is not interpreted to apply to appearances as a “guest player” at tournaments.)
- Players will not be recruited to play for an older team.
- Younger players who try out but are not selected for an older age group team will not be penalized by their own age group team for attempting the older age group team. (Player placement is clearly more complicated with players trying out for higher age group teams. The process becomes sequential beginning with the oldest team.)
Player Placement Committee:
The Player Placement Committee shall consist of five (5) voting members who shall be appointed by the President. The composition of the committee shall include:
- two club soccer coaches neither of whom can be associated with the “losing” or “receiving” teams;
- two soccer coaches not associated with the Travel Program; and
- the Director of Coaching.
The Travel Commissioner his or her designate is the non-voting Chairperson of the committee.
Policy Statement Number 004
POLICY ON TEAM FORMATION
Objective:
The goal of the RSC Program team formation process will be a first and second team in any age group except U9 & U10 teams where three teams are desired.
General Philosophy:
- Travel Program teams will be formed with first preference being given to players playing age appropriate as defined by the Virginia Youth Soccer Association.
- Travel Program teams will not be formed independent of the Travel Program’s established tryout process. However, a team which has been established by a tryout process may petition for membership in the Travel Program. A decision to permit affiliation will be made by the Executive Committee subsequent to a review of that team’s tryout process. In the event a pre-existing team is granted membership in the Travel Program, that team’s members will be subject to the Travel Program’s tryout process at the next regularly scheduled tryout.
- Participants and their parent(s)/guardian(s) will be strongly encouraged to play on a team commensurate with their performance and evaluation.
- The Tryout Committee will be established to:
- evaluate returns from pre-registration;
- discuss the feasibility of second team formation/retention; and
- develop steps to be taken prior to the conduct of tryouts itself to fulfill the Travel Program’s objective.
- Players who are candidates for his or her age appropriate "first" team are prohibited from playing on the first team of an older first team unless the Travel Program has already determined that the individual is a candidate for playing up in accordance with established Travel Program policy. (See Policy Statement Number 003). [Note: A younger player playing on the 2nd team in an older age group is not considered by the club to be playing up.]
- The Travel Commissioner and Director of Coaching will meet upon completion of tryouts and before any notification is given to participants to review the recommendations provided by the coaches/evaluators and finalize the team(s) make up with the current age group manager. Age groups need to consider whether to meet concurrently such that if all other options are exhausted, mixed age team formation can be considered.

POLICY ON TOURNAMENTS
The Travel Program Advisory Board may endorse a set of tournaments for each season.
Individual teams, by vote of the parents, shall select tournaments at which they will compete each season. Because many families have players on more than one team, if teams plan to compete on the weekends of the Travel Program-endorsed tournaments, they are encouraged to compete at the Travel Program-endorsed tournaments.

POLICY ON PLAYING TIME
Introduction:
Two established goals of the RSC Travel Program are to develop youth soccer players and to field competitive soccer teams. These two goals are sometimes conflicting. Developing soccer players requires that all players be given adequate practice time and game experience. Fielding competitive teams often requires that more skilled and experienced players will receive more playing time, especially in competitive situations.
Policy Statement:
At the beginning of each playing season (fall and spring) each team, by vote of the parents, and in consultation with the team coach, shall adopt a policy concerning playing time by team players.
That policy shall be clearly communicated to the players by the coach.

TRANSPORTATION
The RSC Travel Program desires to encourage participation at Tournaments however, it does not intend to burden administrative managers with responsibilities (either real or perceived) for players’ safety. Accordingly, it shall be the policy of the RSC Travel Program that players holding valid motor vehicle licenses are not to drive to Tournaments or away league matches without being accompanied by a parent/guardian. Parents/guardians and players found to be violating this policy shall be subject to disciplinary action by the Travel Program in accordance with the procedures outlined elsewhere.
Policy Statement Number 009
TEAM PARTICIPATION
Objective:
To insure that the work load for communal Travel Program activities is evenly distributed and that no one or two teams are supported by the efforts of the others.
Policy:
It shall be the responsibility of each team affiliated with the RSC Travel Program to fully participate in the activities conducted by the Travel Program for communal purposes and in order to effectively conduct its business. In those instances where human resource participation is required, teams will provide the necessary personnel as directed by the Advisory Board. In those instances where the objective of the activity is fund raising, teams shall have the option of either participating directly in the event or by making a payment to the Travel Program, based pro rata profit from the event times the number of players on the team’s roster.

POLICY ON DIRECTOR OF COACHING
Objective:
To define and outline the duties and responsibilities of the Director of Coaching.
Policy:
The highest priority of the RSC Travel Program regarding the activities of a Director of Coaching will be the planning and implementing a skill development program for players as they advance in age. The second priority shall be the development of team strategy and “sideline” skills for team coaches during games. The implementation of these programs shall be with a high degree of consultation with managers and coaches.
Responsibilities:
- The Director of Coaching will be responsible to the Coaching Committee as provided for in the Travel Program’s Operations and Policy Manual. In addition to other duties assigned the Committee, it shall be the responsibility of the Committee to perform an annual evaluation of the Director of Coaching and the coaching program for presentation to the Advisory Board.
- The Director of Coaching shall be a non-voting member of the Advisory Board and will absent him or herself from Board discussions and decisions relating to the Director of Coaching.
- The Director of Coaching shall provide written evaluations of each team once each season to the manager, team coach and Coaching Committee. In the development of these evaluations it will be the responsibility of the Director of Coaching to observe practices, league play and tournament play. The Director of Coaching shall also meet with the team coach and manager at least twice during each season to discuss and assess the team coach’s current strategies and goals.
- The Director of Coaching shall recruit and screen coaches in advance of annual tryouts and make recommendations to managers on selection of new coaches. Authority for the hiring and dismissal of coaches remains with team managers.
- The Director of Coaching shall prepare an evaluation of each coach’s progress, techniques and strategies at the end of the season and provide this evaluation to the team manager and the Coaching Committee.
- The Director of Coaching shall serve as the chair of the Tryout Committee and will be responsible for conducting tryouts in accordance with the Travel Program policy statements.
- The Director of Coaching shall conduct coaching clinics or provide similar opportunities for formal instruction of team coaches.
Policy Statement Number 011
POLICY ON TEAM COACHES
The Radford Soccer Club Travel Program recognizes that quality coaching is essential to a successful youth soccer program. Therefore, the NRSC has adopted the following policies and programs concerning coaching within the Travel Program. The policies relate to three different aspects of coaching: Standards of Coaching; Training & Development programs; and Code of conduct. To implement the policies and programs outlined in this Policy the Travel Program has a Coaching Committee that will oversee all aspects of Coaching activities. Standards: One of the most important factors in the success and continued development of youth soccer players and the Travel Program itself is the competency and professional development of the coaches employed by the Travel Program or its teams. Retention of qualified coaches and their continued education shall be a high priority for the Travel Program.
It is the objective of the RSC Travel Program that all coaches in its employ attain a level of proficiency that can be demonstrated by achievement of one of the following:
- United State Soccer Federation license
- National Soccer Coaches Association of America license
- Professional playing experience
- College or Junior College playing experience
- Year of RSC Travel Program coaching experience resulting in a satisfactory evaluation from the Director of Coaching
- Recommendation of the Director of Coaching.
- In order to maintain proficiency and provide for the continued education of Travel Program coaches, participation in one or more of the following activities at least on an annual basis so long as the coach is in the employ of the Travel Program is strongly encouraged:
- Upgrade of previously held license
- Acquisition of a new license
- Participation in at least 50% of the workshops conducted by the Director of Coaching
- Participation in (through employment or audit) a week long soccer camp
- Other method of development approved by the Director of Coaching
Training & Development:
The RSC Travel Program recognizes that the Team coach is ultimately responsible for the “on-field” performance of his/her team and is accountable to the Team Manager and parents of that team. However, it is the responsibility of the Team Coach to review with the Director of Coaching prior to the start of each season objectives for that team for the season. In the event where a team coach has recently assumed his position, it may be appropriate that the Team Coach, the Team Manager and the Director of Coaching establish these objectives, however, the Director of Coaching should be able to provide an assessment of the team to that coach based on either tryouts or previous evaluations of the team. Additionally, the Team Coach is responsible for the safety of the team members at practices and during matches. The team coach needs to insure compliance with procedures that will insure this safety. Finally, it is important that the team coaches communicates his/her expectations to the players on that team and establish rules by which practices and matches will be conducted as it relates to training and development matters.
Code of Conduct:
The RSC Travel Program insists on adherence to the various codes of conduct as published by the United States Soccer Federation, the United States Youth Soccer Association, the Virginia Youth Soccer Association, the Blue Ridge Classic League, and the RSC. Although wording of these various organizations’ Codes is different the intent is the same: Coaches are to set an example of good sportsmanship and fair play at all times. Specifically:
- Coaches must show courtesy and respect to their players, opposing players, game officials, parents, spectators
- Coaches must treat all their players fairly and favoritism toward any player must be avoided
- Coaches should not use offensive or inappropriate language in the presence of their players and shall require that their players, parents and spectators refrain from same
- Coaches shall not threaten or attempt to intimidate a player, spectator, parent or game official and shall insure that their players do likewise
- Coaches shall not make derogatory or critical comments about opposing players, coaches, spectators, parents or match officials and shall actively discourage their players and parents from making such remarks
- Coaches must look out for the safety of their players at all times and bring to the attention of referees any situations that could jeopardize the safety of their players
